BACKGROUND
A major public sector organisation needed to refresh a national Construction Professional Services Framework ahead of the new Procurement Act coming into force.
As one of the first frameworks expected to launch under the new regime, the organisation needed confidence that the design, structure and documentation would align with new requirements, support diverse customer needs and withstand scrutiny from suppliers, departments and regulators.

The organisation lacked the internal capacity and specialist expertise to redesign the framework in line with updated legislation. Existing specifications and tender documentation were lengthy and difficult for customers and suppliers to navigate, limiting usability. The previous lotting structure restricted SME participation, reducing competition and innovation. Departments across government also required clearer, more consistent guidance to ensure they could adopt and use the framework effectively once relaunched.
SOLUTION
4C provided end-to-end advisory support throughout the framework refresh:
- Reviewed existing documentation to identify gaps and improvement areas
- Facilitated workshops with central government stakeholders to co-design a revised lotting structure that improved SME access
- Developed refreshed specification templates, a services and roles matrix and simplified documentation aligned with new regulations
- Shared draft documentation with the market and incorporated supplier feedback to strengthen usability and buy-in
