BACKGROUND
A UK social enterprise supporting sustainable public sector procurement for more than 500 government bodies decided to transition from Delta to Jaggaer to improve user experience, strengthen digital capability, and prepare for upcoming TPP23 regulation.
4C was engaged to provide client-side assurance, guide requirements gathering, and ensure the platform was fully configured for future needs.

The organisation faced significant digital and operational challenges. Requirements documentation was difficult for internal teams to interpret and validate. Pre-sales miscommunication left key configuration elements incomplete, risking gaps in core functionality. Exiting Delta required careful planning and legacy data management. With TPP23 approaching, leadership needed confidence that the new system would be compliant, fully functional, and ready for adoption across the organisation.
