BACKGROUND
A UK public sector organisation needed to prepare for the implementation of the Procurement Act 2023 (PA2023).
the challenge
The client needed a complete refresh of its procurement templates to align with PA2023, including consistent terminology and updated procedures. Internal stakeholders required targeted upskilling to understand the implications of the new regulations, while process maps and guidance were essential to embed the revised ways of working. Preparing effectively under tight timelines risked diverting focus from broader organisational priorities unless supported by external expertise.
SOLUTION
4C partnered with the organisation to deliver the full operational transition to PA2023:
- Conducted a holistic review of all procurement and contract templates to ensure full alignment with PA2023 and best practice
- Standardised terminology and language across all documentation
- Created brand-new templates and guidance notes for every PA2023 procedure, including Open, Competitive Flexible, Dynamic Markets and Open & Standard Frameworks
- Designed detailed process maps for each procedure, aligned to internal governance and approval steps
- Delivered targeted training and upskilling to help stakeholders understand their roles under the new act
