A leading UK university set ambitious goals to expand internationally, beginning with the development of a new campus in Southeast Asia.

To ensure the process met the highest standards of transparency, equality, and non-discrimination, the university sought expert support to design and execute a fast-paced and fully compliant partner procurement exercise.

The university aimed to complete a greenfield partner selection process within 10 weeks, identifying and securing an international partner to develop its overseas campus. This required alignment across multiple internal functions, engagement with international stakeholders, and the creation of clear and compliant procurement documentation – all under tight time constraints.

SOLUTION

4C supported the university through every stage of the partner procurement process:

  • Liaised with internal stakeholders to define scope, timelines, and requirements
  • Engaged external stakeholders to horizon scan and identify potential campus partners
  • Developed comprehensive Invitation to Tender (ITT) documentation, including scope, specifications, evaluation criteria, and terms
  • Took the ITT to market ahead of schedule, securing positive feedback from both client and bidders
  • Created post-tender documentation, including a Memorandum of  Understanding (MOU), ensuring a seamless transition to implementation
