BACKGROUND

A leading UK infrastructure organisation engaged 4C to assess the balance between in-house delivery and external suppliers.
The goal was to understand where efficiencies could be achieved and how more collaborative supplier relationships might deliver improved commercial outcomes across regional and national operations.

the challenge

The infrastructure organisation faced uncertainty over the optimal mix of in-house versus outsourced delivery and limited internal capacity to manage such a complex assessment. Challenges included inconsistent cost and spend data, fragmented reporting, and the need to identify where closer supplier collaboration could enhance commercial efficiency.

SOLUTION

4C conducted a comprehensive make-buy analysis covering more than 60 spend categories and 11 regional and national functions. Delivery models for both frontline and corporate services were evaluated, including maintenance, renewals, isolation, occupational health, and training.

  • Addressed data quality issues to establish a clear view of internal and external performance
  • Shortlisted high-potential opportunities for further exploration
  • Evaluated collaboration models to identify areas for efficiency and value creation
